The letter goes on to say that the Chairman of the IMO is proud of the way the Maritime industry came together to complete the project. Richard Fain posed the letter on his blog.

The IMO are the governing body of the entire maritime industry. Since, theoretically, anything could be done on the high seas since there is no governing body there, the IMO, through the UN, step forward to implement standards that must be complied with.
